The innate level of a spell is a measure of the power of the spell, similar to spell level but without the reference to a particular spellcasting class. Typically, the innate level is the lowest spell level among all the classes that can cast the spell.

The innate level is used when it would be awkward (or impossible) to determine the class-dependent spell level for a particular casting, such as when determining the level of a spell cast from an item, or when determining which spells can be used in conjunction with brew potion and craft wand.
