:: Yeah, testing the modifiers can be tough. (When I tried testing this, I wasn't able to confirm my base case -- detecting the penalty with a normal light.) No penalty?

It's hard to get concrete results out of the fiddly stealth engine, but as best I can tell, the Light penalty functions propertly (both the item property and the spell effect).
