Restore Spell Uses On Login=0
This setting is rather bugged, its better not to use it and script it instead (which has different issues, but better for players).

- To me, that does not look any more bugged than what happens when charisma-boosting items are repeatedly unequipped and re-equipped. Now if you were to go into the setting not accounting for the great ability feats.... (or does the setting not matter in this case?
