The teleport projectile item property is an on-hit property for weapons, in particular projectiles (such as bolts). The target creature of this ability is moved next to the caster (the one who hit it under normal use as an on-hit property), unless that target is flagged as plot, is not hostile to the caster, or passes a will saving throw with a DC of 10 + caster level.

This property can be used to close to within melee range of an opponent (especially an otherwise inaccessible opponent), at which point someone without point blank shot would likely switch to a melee weapon.
