The Uthgardt are (mostly) nomadic people who populate regions in the vicinity of the city of Neverwinter. They are largely regarded as uncivilized savages by outsiders. A few of their tribes have roles in the original campaign, and one of the henchmen, Daelan Red Tiger, is an Uthgardt.
